COST - European Cooperation in the Field of Scientific and Technical Research

Founded in 1970, COST is an intergovernmental framework, allowing the co-ordination of nationally funded research on a European level. COST Actions cover basic and pre-competitive research as well as activities of public utility. COST is one of the longest-running instruments supporting co-operation among scientists and researchers across Europe. COST now has 36 member countries and enables scientists to collaborate in a wide spectrum of activities in research and technology.

Particular attention is paid to the so-called "inclusiveness target countries" (ITCs) which include also several countries from the Danube Region: Bosnia-Herzegovina, Bulgaria, Cyprus, Czech Republic, Estonia, Croatia, Hungary, Lithuania, Latvia, Luxembourg, Malta, Montenegro, Poland, Portugal, Romania, Slovenia, Slovakia, the former Yugoslav Republic of Macedonia, Republic of Serbia and Turkey.
At least half of the COST budget  will be dedicated to activities fulfilling the objectives to support these ITCs with the following objectives:

  • identifying excellence in science and technology across Europe
  • increasing research communities' access to funding and infrastructures
  • triggering structural changes in COST Member Countries' national research systems 

To reach these objectives, COST Action activities will focus on:

  • leadership : encouraging researchers and institutions in ITCs to  set up and lead COST Actions , as well as  manage COST Action grants
  • increasing researchers' visibility and connection, no matter their location, age or gender,  to leading European science hubs

COST has a geographical scope beyond the EU and welcomes the participation of interested institutions from non-COST member states without any geographical restriction.

In the frame of its Near Neighbour scheme, COST stimulates the participation of re-searchers from the Western Balkan region, from Mediterranean countries and from European NIS countries (including some from the Danube Region):
Albania, Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Russia, Syria, Tunisia and Ukraine.
COST supports and funds the attendance of researchers from these countries for the participation in COST Actions (in accordance with COST Financial Rules and Procedures).

As a precursor of advanced multidisciplinary research, COST plays a very important role in the realisation of the European Research Area (ERA). It anticipates and complements the activities of the EU Framework Programmes, constituting a “bridge” towards the scientific communities of emerging countries. It also increases the mobility of researchers across Europe and fosters the establishment of scientific excellence in key domains.

COST follows an overall policy of increasing its support to Early Stage Researchers. Those instruments are also open for young researchers from the Neighbouring countries:

1. Short Term Scientific Missions (STSM)
These Missions (Exchange Visits) are particularly intended for young scientists.
STSM of Early Stage Researchers can be expanded in duration beyond 3 months. Financial support is increased accordingly.

2. Training Schools
Those attending are basically but not exclusively young researchers from across Europe. A Training School can also take the form of an early stage researchers' net-work created within the Action as a “think tank”.

3. Action Workshops and Exploratory/Strategic Workshops
Each year Action Workshops and Exploratory/Strategic Workshops involve Early Stage Researchers to strengthen links with each other and with experienced scientists.
