The Central European Initiative (CEI) is the oldest and largest intergovernmental regional organisation in Europe, with an observer status in the General Assembly of the United Nations.

Its origins lie in the creation of the Quadrangolare in Budapest on 11 November 1989, the founding fathers of which were Austria, Hungary, Italy and the Socialist Federal Republic of Yugoslavia. In line with its core mission, "regional cooperation for European integration", the CEI has supported its Member Countries in their European path and has developed a number of tools meant to encourage mutual confidence and teamwork in a transnational, interregional and cross-border perspective. In 2013, CEI Membership includes 9 EU and 9 non-EU countries, out of which 13 EUSDR countries: Albania, Austria, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, Italy, Macedonia, Moldova, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia and Ukraine.

Once predominantly oriented towards policy dialogue, the CEI has progressively added economic growth and human development as pillars of cooperation with a focus on capacity building, sharing experience and know-how transfer: therefore, the CEI action may be defined as a blend of multilateral diplomacy and project management.

The Trieste-based CEI Secretariat, established in 1996, has a staff of about 25 units.

Since 2004, the CEI has been developing specific expertise in the participation, design, management and implementation of projects either financed or co-financed by the EU under different funding programmes.

EU-funded projects represent one of the main activities of the CEI, and one of the most dynamic in a future perspective. In the time-frame 2004-2012, the CEI has participated in the implementation of 13 EU-funded projects, and is currently implementing 9 more out of which 5 as Lead Partner. Moreover, the CEI has co-financed a number of projects and activities in the field of Energy Efficiency and Renewable Energy through its funding tools and instruments, such as the Cooperation Fund, the Know-How Exchange Programme (KEP) and the CEI Trust Fund at the EBRD.

The CEI has long experience in promoting regional cooperation in the field of energy also at the institutional level. As to the former, it deserves to be mentioned the CEI Ministerial Conference titled "Renewable Energy in a Bio-based Economy: The Option of Next Generation Biofuels" (Trieste, 20 September 2012), attended by ministers and their representatives for Science and Technology, Energy, Environment, Agriculture and Economy, together with High-level Officials of the European Commission and international experts who recognized the challenge of Next Generation Biofuels as "a multi-faceted and priority option for any eco-friendly strategy" and for a bio-based economy in the CEI region. Finally, it should be highlighted that, in the context of the CEI Ministerial Meeting on Science & Technology held in Trieste on 19 September 2012, the CEI facilitated the establishment of the "Central European Research Infrastructure Consortium - CERIC".
