DLR participates in many EU-projects under FP7 in INCO, Health and KBBE. It is deeply involved in bilateral and multilateral cooperation, including activities directed towards policy development, institution building and regional networking initiatives in Southeast Europe (SEE) and the Danube countries. In this region, DLR together with BMBF has established excellent contacts to scientific organisations and governmental authorities in the SEE-ERA.NET and SEE-ERA.NET PLUS. DLR is very active in WBC-INCO.NET and responsible for the management of the SEE-ERA-NET PLUS Joint Call (coordination of funding agencies).

The Project Management Agency in DLR is the largest German management organisation for the implementation of R&D funding programmes for Federal ministries. It carries out scientific, organisational and administrative work within a multitude of national research programmes. The International Bureau of the BMBF at DLR (IB) is responsible for the implementation of international cooperation on behalf of the German Federal Ministry of Education and Research (BMBF). It provides direct services to the Ministry and administers BMBF support to German higher education and research institutions, industries and SMEs. It supports bilateral cooperation in science, technology and education with about 50 countries, with focus on ERA development and its neighbouring regions, R&D strategy and policy implementation and political dialogue. The EU-Bureau of the BMBF at DLR coordinates the network of German NCPs and renders assistance to the BMBF in all matters regarding the Research FP (FP7). It is also involved in the preparation of Horizon 2020 and the development of ERA, and provides expertise on more general aspects of FP7 and international cooperation including legal and financial aspects. It advises inter alia on research infrastructures, the EIT, the ERC, and on synergies between Structural Funds and FP7.
