The European Union has concluded bi-lateral S&T agreements with a number of individual countries. These agreements constitute a framework and a privileged forum to identify common interests, priorities, policy dialogue, and the necessary tools for S&T collaboration. A similar approach is taken for academic cooperation and student mobility.
http://ec.europa.eu/research/iscp/index.cfm?pg=countries provides more information on the bilateral agreement.
Due to the association of the non-Member State Danube countries, only Ukraine falls under the category of having a bilateral agreement: http://ec.europa.eu/research/iscp/index.cfm?lg=en&pg=ukraine
