Policy Roundtable: which role for science in smart specialisation? (by Danube-INCO.NET at OPEN Evaluation 2016 conference)

This roundtable will debate how sound scientific methods can be used for strategy design and the monitoring & evaluation (M&E) of innovation strategies. To discuss practices from different territories taking into account the politics of scientific advice. It is organised within the OPEN EVALUATION 2016 main conference, in Vienna on 25th November 2016, between 15.40 - 17.10 (Business Stage 1.2)

The roundtable will be organised around three building blocks, paying attention to the particular challenges of the territories in the EU's neighbourhood:

- How can science best inform innovation strategies for smart specialisation?

- What is the role of science in the M&E of these strategies?

- Can science be a neutral provider of knowledge in innovation policy?


  • The politics of scientific advice in policy design - Djuro Kutlaca (Scientific Advisor, Institut Mihajlo Pupin)
  • The politics of M&E - Igor Yegorov (Deputy Director, Institute of Economy & Forecasting, Ukrainian National Academy of Sciences)
  • The role of diaspora networks in scientific advice for innovation - Sergiu Porcescu (Centre of International Projects of the Academy of Sciences, Moldova)
  • Science for policy or policy for science? - Philippe Larédo (Research Director, Université Paris-Est, IFRIS)

Moderated by Alexander Kleibrink (Joint Research Centre, European Commission). All speakers are confirmed.
