The ERA is governed by a committee representing each EU Member State and the European Commission. This committee is developing an ERA roadmap to more efficiently implement the objectives set for the initiative, and particularly for the innovation component of the document.

In the newly published policy paper, EUREKA outlines its contribution to four of those objectives, labelled as ERA priorities:
· effective national RDI systems, where EUREKA can offer the reference of the international peer review system set for the Eurostars programme;
· transnational cooperation, on which the EUREKA Network holds extensive expertise, through the funding and support of 5700 transnational innovative projects over 30 years;
· knowledge circulation and
· international cooperation, where EUREKA has more recently developed its activities through association agreements with the Republic of Korea, Canada and South Africa.
