BACID II Second Call for Proposals 2019 - Building Administrative Capacities in the Danube Region and Western Balkans (2018-2021)
The Austrian Association of Cities and Towns (AACT) and KDZ (Public Administration Research Center) implement the programme „Building Administrative Capacity in the Danube Region and Western Balkans“, co-funded by the Austrian Development Agency (ADA). BACID started 2014 with the support of ADA. The second Call for Proposals under the second phase of the BACID programme is launched and the submission deadline is extended to 9 September 2019!

Second Call under BACID II Guidelines for Applicants.
The Programme covers the Western Balkans and the Republic of Moldova1(further on referred to as the Region), following the geographic coverage of the ADC Regional Strategy for Danube Area / Western Balkans Region. It is consistent with the Strategy’s objectives to strengthen regional cooperation and support EU accession aswell as with the third thematic priority: Governance, Human Rights and the Rule of Law: institution-building in the context of EU accession.
The amount available in the second Call for proposals is € 60,000.The maximum amount per grant is € 6,000, or in the case of seed-funding€ 10,000.To qualify forseed funding,concrete follow-up funding programmesmust be specified(e.g. EC programme, governmental programme, other donors’ calls for proposals, or similar)in the Application Form. Activities that are accepted as preparation for follow-upfunding are thedevelopment of project ideasthrough workshops, implementation of small-scale pilot activities, as well as thepreparation of studies, analyses orapplications for identified potential funding. The owncontributionof Applicantsand Partners is obligatory and may include in-kind contributions.
The overall themeisthe contribution to the17 Sustainable Development Goalsintegrated in the latest EU policies, as the frameworkfor long-term transformation of the Western Balkan countries. The actions need to be connected to the SDGs, whereby priority is given to SDG 11 (makingcities and human settlements inclusive, safe, resilient and sustainable).For reasons of clarity during the evaluation process, it should be specified to which of the 3 topics the action mainly contributes:
- Economic and social development
- Environmental protection
- Strong institutions and partnerships
The following types of activities are eligible for funding:
- Expert support and mentoring;
- Workshops, seminars and training;
- Elaboration of reports, studies, surveys and other documents (e.g. guidance, roadmap, model decision, etc.).
